what they told you is a wild guess,
what will be, will be, is the truth.
if you ask folks to guess, they may try, why ask>?
as they say be careful what you ask for, you might get it (lies,guessing or worse)
Get it fixed, then you tell us what was wrong,
I can name 50 things possible, what be the point of listing here, (i have the list on hand)
if lucky ,it only needs spark plugs.
lacking a scanned copy of your smog fail report
any answers here are useless.
to a fault.
we can quote statistics, but your engine dont read those, it does as it please (fate)
all spark part's filters and and a new cam belt
covers the tuneup. (same as all rubber band engines) the 60k list is good... to follow.
a new cap /rotor and wire set would be a good start.
next is to read the smog chit.
see those numbers, those numbers have meaning.
which one fails and by how much, ?????
they will tell you to do fresh engine oil
on the idea that it's full of gasoline.
check PCV valve to make sure its not clogged
no vacuum hose leaks
check engine timing.
check that ECU goes to closed loop status , it idle
and at light medium cruise speeds.
takes a specials scan tool you dont have.
make sure injectors are not leaking or partially clogged, (tests)
new 02 sensor, id do that with the new sparks.
there is only one on this car. easy to find.
no exhaust leaks hear said 02 sensor. or it fibs.
after a tune up the mech checks for misfiring
if the engine misfires the CAT may not be able to eat up all that smog... (fully catalyze it)
Your car gets a real sniff test.
so there is no fooling the sniffer. ever.
now ill answer in way 2.
lets say NOX test (sniff) only failed.
the mech finds the EGR valve dead, fixes that.
a $50 part and it passes smog.
or it was only a cracked hose to the EGR, a 50 cent fix. omg, really. only 50cents, YES.
see NOX needs a good EGR and a good cat to be clean.

A tune is just replacing the spark plugs every 100,000 miles and the air filter every 30,000, clean oil is also a help in passing smog, the new converter is what will most likely do the trick.
