I had the same issue on my 88 caprice many years back.
With no access from the rear seat, I had to drill straight through the lock and replace the lock cylinder.

Trunk won't open

The actuator may sound as though it is working but the latch could be damaged or misaligned. Also, the actuator could be too weak to operate the latch. If it is necessary to replace the actuator, your Camry is old enough to make a junkyard a likely source.

Inside trunk release won't open trunk on 2002 Camry. Lock will not turn with master key. Remote trunk opener will open trunk.

1. Open trunk
2. Place latch in lock position
3. Pull inside trunk release to see what isn't moving
4. If trunk key won't turn, the key may be worn out and need to be replaced

My key will not open my trunk on my 1995 caprice classic

try spraying the insides of the keyhole with wd40 or other lubricant..using the attached straw..if u dont have the straw for the spray lube, put you key in part way, to open up the keyhole, then spray it well. Now run your key, in and out vigorously 10-20 times..

try your lock

hope this helps
