How do you know there isn't enough electrical power? Low pressure might indicate a bad or weakening fuel pump or bad fuel pressure regulator or possibly clogged fuel injectors. If the fuel pump is getting the 12V via relay/ignition switch then it's not an electrical problem, but a fuel delivery problem probably caused by the things mentioned above.
General Motors fuel pumps are good at giving the mixed signals your talking about, when you turn the key on can you hear the fuel pump run?? if not you may want to check the fuel pump relay.... theres nothing you can do with the jumping needle unless you replace the pump.
Double check the pigtail(electrical connection on top of the fuel pump, make sure fuel lines are connected properly, make sure ground strap if any was connected, inspect fuel pump fuse and or relay, replace just to verify, and get back to me if need be!!!
