So you bought a replacement key, you tried to use it and it locked the antitheft feature. Yes, that is correct. The car sees any key that doesn't have the chip in the key that it knows as an attempt at theft. Call the dealership, and have them come out to you and program both keys and remove the block you have now.
If you only have one key, and the replacement was for a lost one, you can disconnect the battery for 2 hours, put the new key in the lock and reconnect the battery. It SHOULD re-pair the chips. I saw 'should', because the Mercedes Smart for Two is incredibly complex electronically. There are a lot of things only dealers can do and they are expensive.
