Would a bad starter cause my 84 caprice to shut off and not crank back while I was driving down highway it also started losing power before shutting off

Nope, a bad starter will make an engine not crank over, but has no effect on how the engine runs once it is started.

What would cause power steering to display and locks to cycle and trans to either downshift or shift to neutral at same time?

Does you vehicle have active on-star? It sounds as if you car is in a anti active theft mode or you have a pcm (power control module problem). Pcm's control just about every function in your vehicle. PCM's are expensive to replace and must be done by a very highly trained person.

2001 Honda Passport When I hit a bump not all bumps my Check Trans and Cruise Set lights come on and my rpm goes to 0 The vehicle loses power for only a split second then fine til another bump Vehicle runs...

There may be a problem with the electrical connections to the transmission and/or vehicle speed sensor, remove all connectors and check for damaged wires and corrosion. Make sure not to break any connector locks.

When driving, the turbo shuts down and I lose power. After shutting the car off for 15-20 minutes, the turbo resets and works again. Sometimes it will work for a few days, other times it may only work...

Check the spark plugs, I have seen several VW turbos with this problem. The aluminum heads expand and contract to fast and crack the porcelain on the plug causing the engine to misfire when the turbo spools up and makes boost. The misfire drops the engine and trans into a "safe mode" where it loses power.

first of all what machine did you put it on
front end aliment won't help you if that is what you did. sounds like a rotor or bearing or even the cv halfshaft last but not least check your engine & trans mounts they are hydraulic and can lose there oil

1996 TRANS AM RADIO CUT OUT AND THAN POWER LOCKS AND WINDOWS CUT

The headlights make that noise because the gears are stripped out for the headlight motor. I have heard that you can take the gearbox apart and rotate the gears 180 and get more life out of them but I have not tried it. I have replaced the motors on my TA and they are expensive. The radio and door locks and windows are controlled by retained accessory power in the body control module. This allows them to continue to be used for 10 min after you shut the engine off, or until you open a door. It is possible you are losing power to the bcm and it thinks the engine has been shut off.
