May have a bad steering pump or you are low on power steering fluid. Also check to see if your belt is in good and snug condition. If you can remove the belt, check the pulley that runs your power steering pump

When you have replaced the TB turn on ignition to the RUN position. Do not start the engine.
After 10 to 15 seconds you should hear the TB cycling. Allow another 45 seconds before turning off the key.
Insert key and start engine.
Warm Idle should be 750 rpm, plus/minus 40rpm.
If this is unsucsessful....you need a scanner to go to 'Engine' and go to 60 Basic, to set ''Throttle Adaption.''
