Temperature gauge is fine with going down the road, but once i stop in traffic and sit in traffic for lights or cruise at a low speed.. temperature rises... to the middle mark and over... what could that...

sounds to me like you radiator fan isn't running. I say that because cooling is fine while moving at a good speed but cooling gets worse as the vehicle is stationary or low speed. Check the fan and make sure its working if it works then will need to check the thermostat behind the fuel pump it may have gone bad.

What's the normal operating temperature for a 2.4 petrol? The 99 A4 I have runs at 90c and gets hotter in slow traffic. Fine on open road.

Could have a semi blocked radiator , Might pay to get it flushed.
Also check that the Fan/s sre coming on.
