Oh yeah, you sure can! We must have a lot of them (use the search feature)! But likely not near all that the chrysler breeze is known for. I recently changed out a rack and pinion unit on a chrysler cirrus (exact same set-up as your breeze) and it was major fun on my driveway for about a week! I have to say though, that the engine and electronic controls on the cirrus has been superb and trouble free the last two years, (unlike other comments or questions I often see), and the car is approaching 220 thousand miles now, it being a '96.

2000 plymouth breeze found drain plug on radiator turned it nothing came out i put 2 pitchers of water in so i know there is liquid in it

The area behind the drain plug on the radiator is likely plugged up with debris. Removing the lower radiator hose will do the same thing and a little faster. You also run the risk of the drain plug leaking if you remove it. Removing the lower hose will prevent this from happening as well. the belt that goes to the cam and timing dont mess with that unless its one of those pulley's, there are no diagrams that can help u but u can buy a book.

Car will turn over but wont start, it is firing, and it has fuel pressure, its a 2000 plymouth breeze 2.4L

Timing belt? How long since you replaced it? If over 80,000 that is most liekly it.

How to change the serpentine belt on '98 Plymouth Breeze?

All you need is a long prubar (or you can rent a tensioner wrench at the parts store) essentially a open end wrench with a 3 ft handle.
Put the tensioner wrench on the nub of the tensioner and pull back... this will release the tension on the old belt. Remove it from one of the pulleys, and then from the entire system.
Note how it is routed through the pulleys, and put the new one on the same way.
The car should have a sticker on the radiator support telling you the path of the belt.

Timing belt has nothing to do with fuel issue. If you're only running on 2 need to find out if spark is missing from those cylinders. Also possible that when the timing belt was replaced, it was not timed properly which can bend a valve, causing rough running.
