Hi Dave Maranville, I want to help you with your question, but I need more information from you please.
ask a real question, not just a statement inf fact>
I guess you mean hot engine over 180f as all these engine race cold, by design. and laws.
ask for wild guessing, is that what you want.
or how to diagnose THIS vacuum leak?
no RPM stated, must we guess rpm
    and hot and cold engine.why?
I can show vast pages on finding allvacuum leaks but takes tools and skills
so are you asking for skills here?????????

1)Throttle body butterfly stuck or gummed up.
2) Idle control valve gummed up or electrically inop..
Spray cleaners will solve the problem unless it's electrical .

All vacuum leaks (intake system) below the TV throttle valve
cause a fast idle.
so throttle cables adjusted wrong, or rusting,
same with gunk under the TV.
same with cracked or fell off any or ALL vacuum hoses.
same with EGR valve cracked in half, seen that, or loose or its base gasket missing or bad. (cracked)
ISC valve stuck is vacuum too, that is its job it regulate rpm .
vacuum brake booster, diagpham cracked.
a defective thermal IAC.
and more, why not get it serviced? finding leaks like this takes
skills and long hard work.

no Metro engine stated, 3Cly or 4, 1.0L or 1.3L G10 or G13 engine so answer are now GENERIC.
    ways and means
wont idle down, you said but I will assume that means when engine is hot.
hot means 180f water temp. or more.
so question one does it attain and hold
180F, we use gauges to measure that.
    if yes, good,
if not fix the bad thermostat. now.
all frigid G engines, race cold, all do.
    by design.

real leaks. TOO FAST RPM Hot, way over 800.
1: inspect of leaks, hoses, fell off, cracked.
2: TV stuck open, only takes eyeball looking
see that TB throttle body bore, and the brass TV there, it needs to be closed, 99.9%
    the 0.1% prevents TV jams.

3: there is the water test, spray water on all plenum gaskets to see if rpm changers. (lower) and bingo that gasket is bad.
4: the propane test, (flame out) play the gas near gaskets to the plenum. rpm changes,
    gaskets are bad.
4a: i never use liquid fuels to test for leaks. that be crazy.

5: smoke machine test (imagine a block of text here, or 1 full day training and skills)
you must learn what leaks smoke normally and not. (tail pipe end will leak smoke engine off this is and engine off test.)

6: ISC stuck , we test it, (more text)
7: IAC stuck, i test min in hot water.
it must close at 150F temp. if not its bad.

8: block the brake booster hose, cure RPM ?

ISC is idle speed controlling valve.
IAC is the cold engine idle thermal valve.

every engine if touched with bad idle , i have cured.
this engine class is SPEED DENSITY system.
all air leaks cause too fast idle.
unlike Suzuki G16b engine, (they go lean and slower,) we can demonstrate all this easy.
    end leaks.

as always, is TV closed or failing stuck open
    is test one.
from this point on, lots of tests.
the TV is closed foot off the gas pedal
if you look ,carefully, the gas pedal is really an AIR pedal.

this ECU adds fuel to all air measured.
    called speed density systems.

It is a vacuum leak to the induction plenum
    for sure,
if not under standing this fact, or the long tests and inspections, you will not find it
vacuum leaks can be a simple cracked hose
or something far far more complex
    youtube,. engine smoke machine tests.
the test takes large skill levels on topic.
there are 3 ways to find,it
    smoke machine
    sonic leak detector
inspections, endless. on some...ask for horrors
have some real real hard causes.
one is ice damage to and ISC valve.

there is a long list just for inspections
TV valves stuck open only takes LOOKING

Tps prob!!

wont go to high idle
this is the IAC failing not TPS, the tps only signals to the ECU
that you are at idle.

Motor runs at 4000 rmp when started

1995 Geo Metro. COLD start or HOT started or BOTH?
Does it ever idle down to 800 HOT? (engine temp)>?

Aka:
Geo Metro (later re-branded the Chevrolet Metro), Pontiac Firefly, and Suzuki Swift
which engine, what country???
I will post for USA only !!!!
Auto or stick tranny???
the USA 1995 was the last car to use TBI injection (throttle body)
the LSI option, then had a 4 cylinder. in 1.3Liters.
and works totally differ. than any 1.0L
answsering for 1.0L

Have you inserted the Diagnostic jumper wire and looked at the
FLASH codes yet?
choke? on 95? what country is this, ours are not carbs. in 1995.
so post country. ours are all EFI in USA.
3 cylinder? 1 liter? or which engine/?
on any USA Metro, 1L , when first started, it has 2 valves. to control IDLE, (cold , is iAC) hot is ISC, The cold start valve opens farther the colder it is (how cold was it). but usually is limited to about 2000 rpm
max.
this engine, TBI, uses a MAP to control fuel mixtures, and
any air leaks (aka; vacuum leaks) what so ever, will cause too fast idle.
so on MAP cars, you get to find out what is leaking AIR.
1995 has the new better , idle control speed motor, (ISC)
this can be stuck open.
that new TPS, did you do the calibration correctly?
it must set right. or idle will never be controlled.
finding the cause, takes hard work, and hands on testing
A/C fast idle broken
A/T transmission fast idle, device, broken.
Air leaks (add huge list of possibles and cracked hoses here)
Throttle stuck
ISC or IAC bad.
very hands on to find this, done many.
TPS on indexed corrrectly or not calibrated.

I took motor/tranny out of well maintained/well running 1994 Geo metro xf and installed them in a 1995 geo metro LSI. everything went well i had to use the 1995 intake and throttle body due to wiring...

Yes, because the specs are different... most manufatures change the specs on vehicles every four years, so 90-94 is most likely all the same, but then you will have 95-99 an so on an so on.. Good Luck

Check the mass airflow sensor and the throttle position sensor - either of those would cause similar problems if they're reading incorrectly.

Trouble Code description

Code 46 is indeed the trouble code for the Idle Speed Controller which is that big black box thingy on your throttle body. A lot of Chilton-type manual books omit that code because the ISC isn't found on pre 94 Metros. The ISC is a computer controlled auto-adjuster for the engine idle.

An important note: code 46 is often caused by misadjusted distributor timing. As you probably know, timing affects the idle, and if improper timing moves the idle beyond the ISC's adjustment range, the check engine light will come on and diagnostics will return code 46.
