Has throttle body been rebuilt? What about the gaskets/seals? are they new, (incl base gasket)? Also check throttle valve shaft for leakage between throttle body and shaft.

I have a 99 century custom where is the dpfe located

There is no DPFE (Dual Positive Feedback EGR) sensor on a buick. Ford is the only manufacturer that uses them. Your vehicle has an EGR valve that has a position sensor built into it. On the 3.1 liter the EGR valve is mounted on the drivers side of the engine just to the back of the throttle body. It will be round in shape, held in place by two bolts and have either a four or five wire connector.

I have a 99 Buick Regal GS, engine will start and run for few seconds then it will die.

I had a similar problem....my 98 regal GS did the same. There is a two stage fuel pump resistor located in the right inner finder. It was corroded and open. The fix requires relocating new resister on firewall. Fix was $165.00 + tax to my mechanic and runs like new now. Hard to diagnose problem per mechanic.
