I have a 1993 Dodge Dakota 4x4 with 5.2L (318ci) automatic overdrive transmission. It's supposed to be an overdrive tranny, but does not go into O/D. Also lately it has been hesitating to kick down into...

Dodges are so natorious for there tranny issues, you can try to have a tranny flush at a service center and it may prolong the evitable end of your tranny which seems to be going downhill. a fluid/filter on it may help some if you dont want to spend the $100 that most places chage for the flush, but you can also throw in the Lucus Oil tranny treatment, (availalbe at walmart or any auto parts store about $15) it has done good for me in the past...but from what you discribed it sounds more like the dodge flaw which is the beginning of the end....

I have a 99 dodge dakota w the codes po 753 and po 720

Just ask for the 3,4 shift solenoid, in which case the transmission pan has to be taken off, the filter, and possibly the valve body to get at the solenoid, I don't have my manual right now, so I can't tell you which solenoid it is.
The speed sensor is usually screwed into the side of the tranny near the back end of it, don't confuse it with the back up light switch, that's screwed in somewhere in the center of the tranny. Hope this helped a little. Good Luck.

could be a lot of things. I personally would start with your vacuum lines... check for a leak somewhere. You can do that by spraying carb cleaner (if motor tries to die, you found your leak), or it could be a sensor, likely idle air control, mas air, etc.)

95 dodge dakota having hard time shifting.

Try a tranny service change a place that changes the filter the pan gasket and fluid not some of these quick places that just drain a couple quarts out of the tranny lines and thats it that wont help but a complete tranny service should help.

Tranny pan

you shouldn't have to but might , you could try to take the bolts that bolt the trans to the cross member and then lift on the trans and see if there is enough room to pull it out and get it back in without a problem , otherwise it might not pass the inside filter
