First impression is that the wheel bearing has collapsed on that side
next could be a bent axle stub
next are broken /bent suspension parts or failed suspension mounts
it will require a proper diagnosis by an accredited suspension shop

SOURCE: Brake shoe positioning on -88 K2500

Short shoe goes towards front. Also: check for any contamination on shoes or hardware from either axle seal or wheel cyls. Any contamination will make vehicle pull when brake applied. Technically, if contaminated shoes need replacement but if not heavy, on new shoes I usually just give a light sanding on friction material and the remainder will usually burn off.

How to replace rear motor mount on 2000 kia sephia 1.8 liter

you will need to jack the car up then look under the car towards the firewall, your rear engine mount is right next to the starter almost touching it... there will be three bolts that connect it to your transaxle. and then three more that connect it to your firewall. make sure that before removing it you put a jack under the transaxle to support it.

It sounds like the parking brake return spring has broken or come loose. The only way to know is to pull the wheel and drum and take a look. It sounds like the pads are still closed against the drum and haven't released. Hope this helps.
