I fave a 1995 chevy astro van and the acc fuse block is hot on the in and out terminal with the fuse taken out

Sounds like there could be another power wire that might of been spliced to the wrong circuit and giving you power at both terminals. Recommend you follow the ground side of the fuse block slot and check if odd wiring is present.
You may have a bad fuse panel all together also.

Easiest to replace would be the factory Delco AM/FM CD...plug in to existing terminals. If wires cut, you should include the plug in terminals with the replacement radio...Local Pic-A-Part is my go to salvage yard radio $25-$75...Walmart also sells radio wire install kits...$14.95? How can you check if fuel pump is bad on a 2002 chevy astro


Check your TPS Sensor. My 1995 Chevy Astro Van did the same thing and I thought it was the fuel pump but I was wrong.

Fuse block testing for a 1993 chevy astro van


With a testlight you can check every fuse in the box without pulling a single fuse in about 10 minutes.
Find a good ground for the testlight near the fusebox. The tops of the fuses have a little opening on both ends that accept a testlight's probe.
Start by turning key to on (engine off), and turn lights on. Now every fuse in the fusebox will be powered. You touch the probe into both ends of each fuse to test them. Good fuses will light the tester on both ends. Bad fuses will only light up on one end.
