Well.. we all know what we mean by the "OLDEST PROFESSION"...

Well.. all those ugly guys need cash too...!!

The second oldest profession (TAX-COLLECTORS) was where some thugs set up a BLOCKADE to the First (aforementioned) and started taking money away from "smaller/weaker" people.

VEHICULAR Inspection of use is "TYPICALLY" as
STATE run fiasco ...

to make sure (those same thugs).. your civil authorities
can continue to get into your PURSE/POCKET... and
relieve you of the burden of having more
than your FAIR-SHARE.

Just pay up & like it.

Sometimes they actually catch an issues

(stranger things have happened)

Why the inspection is needed for purchasing a certified pre-owned car?

It is not a compelsion that a buyer should do the inspection for a certified pre-owned car as the dealer has already processed all the certification prior selling it. If any buyer wants to do the inspection then he/she can do it fir their own satisfaction. If anything serious happens with the car then its the responsibiity of the dealer to check it and reolve it quickly.

My vehicle is running but need a new auto insurance because previous one expired due to maxed out credit card. but the mechanic told me it cannot pass inspection because of the rods and shafts and license...

I want to just clarify- are asking about a state saftey inspection, or a vehicle inspection that your insurance company is asking you to have done? if its the insurance cfo- I stand by my 1st answer to you.If its the state inspection you are speaking of-(which I doubt) having a car pass inspection via the state- is not required to obtain car insurance- now you need car insurance to get thru and pass the state inspection, but you can insure any car you want, wether it runs or not- as long as it is registered, and you have insurable interest- (meaning you are the owner)- doesnt matter is the floors are rusted out- you can insure it-

My mechanic installed a thermostat that was too small for the car. Could this cause any problems to the car at all. Should I have someone install the right size ??

Yes because you might be able to pass inspection if your car doesnt reach a certain temp. This is because of emission reason but your car will run cooler so need to hurry till you inspection time is near.
