Have you checked the PCV system?? If its stuck in the closed position then you will lack power and turbo boost. A vehicle needs 3 things to make it run proper; FUEL,FIRE and AIR. Try that and see if it helps.

Car has begun dieing at highway speed on heavy pull(hills) fuel pump?

Tough to say if you can't duplicate the problem in the shop.
Only way to check the pump is with a pressure gauge.
Have you checked the computer for trouble codes ?

Why can't I pull trouble codes for my 1994 Buick

You need a specific adapter to scan your trouble codes. Vehicles prior to 1996 use OBD1 scanners, which are very expensive. Your best bet is to call around a few shops in your area and ask what they would charge to diagnose the code. It sounds like you may have more than 1 problem. The emissions could be due to a bad oxygen sensor and acceleration problem may be due to bad plugs, plug wires, clogged fuel filter, rotor and distributor cap, etc. Do a tune up on it, then see where you stand. At least you won't have to pay a shop to do it if that fixes your acceleration problem.

Does not want to pull hills on the flat runs fair

Possible that your exhaust is clogged up. that is providing that everything check out okey. have somebody press on your accelerator pedal about 2500 rpm while you put your hand on the tail pipe the exhaust pressure should be strong enough to push your hand away from the pipe if not you most likely have have a collasped pipe liner or muffler.
