I have a honda element 2003 when is cold dont starer

It sounds like an issue with the battery. When the cold gets really extreme the battery does not have enough cold cranking amps. Replacing the battery should resolve your issue.

2003 honda element wont start

If it cranks but won't start, the alternator would not be a concern.
Have you checked spark, fuel, and compression yet ?

I have a 1999 Honda Civic EX that will only crank over very slowly. What is the normal cranking RPMs for a D16Y8 engine. I have a new EverStart Battery. I took the plugs out, checked all of the grounds,...

Either the battery or starter is at fault. Check also for a bad ground in electrical system powering the starter motor/solenoid.
U have a low voltage situation in a car and under those circumstances a poor connection can often cause what you are describing.
