Question about 1999 Saab 9-5
Not a solution, but maybe a hint. I found that if you remove and re-insert the radio fuse it seems to reset the radio, leaving it off.
I would try a voltage tester in the radio fuse hole and see if you are getting the right amount of amps out. Hope this helps
