1998 Sienna is having loud electrical discharges thru the audio speakers every minute or two with the key off and it runs my battery down in about a week.
Sounds vary from a quick pop to sounding like the front seat is being adjusted the full travel length of the track. At same time as this started, the electric door locks and interior lights quit working when the key is off. Also it wakes me up during the night as I hear it thru the house window. i checked the both fuse boxes and every ground connection I can find.
Testimonial: "3 things went wrong at the same time
1) Cannot use electric door locks unless ignition switch is ON
2) Interior lights all quit lighting
3) Loud popping noises thru the audio system at 30 to 150 second intervals when the ignition is OFF but not when it is ON
Today I unplugged the connectors off the ignition switch and off the under dash fuse box (all but the one with really really fat wires) and the popping noises still happen. So far I've only been able to stop them by disconnecting the battery cables. I checked all the fuses under the hood as well as well as all of the ground connections I have been able to find."

This is caused by a part called the clock-spring rotating contact ribbon, it is a coiled up circuit ribbon that connects the steering wheel button and airbag to the steering column electrics. it is under the steering wheel. It needs to be replaced. This can be a dangerous job due the Airbag, so if you do want to try and replace it disconnect the battery negative cable for 15 minutes prior to start of work. The part is about $150.00 You will need special tools.
NOTE: The Supplemental Inflatable Restraint (SIR) system must be disarmed before removing any components in the area of the air bag system. Failure to do so may cause accidental deployment of the air bag, resulting in unnecessary SIR system repairs and/or personal injury.
Disconnect and isolate the negative battery cable from the battery. Allow the SIR system capacitor to discharge for at least 2 minutes, before performing any removal procedures. The air bag system is now disabled.
Remove the key cylinder (ignition lock). Using a No. 10 Torx® tamper proof bit, remove the ignition switch mounting screw. Depress the ignition switch retaining tab and carefully pry the ignition switch from the steering column. Disconnect the electrical connectors from the ignition switch and remove the switch from the vehicle. INSTALLATION: Be sure the ignition switch is in the RUN position and the actuator shaft in the ignition lock housing is in the RUN position. Reconnect the electrical connectors to the ignition switch. Carefully install the ignition switch, making sure the ignition switch snaps over the retaining tabs. Install and tighten the ignition switch mounting screw. Install the key cylinder (ignition lock). Complete the installation by reversing the removal procedures. Reconnect the negative battery cable. Check switch operation. Good Luck and hope this helps
