Do they stay on if you pull fuses out? if yes OK this means one of the components has a internal short to power and is getting power and back feeding to the instrument illumination circuit and powering them all.

Truck wont start

It could be the fender mounted starter relay under the hood. Or if you took off the small wire at that relay (its from the ignition switch), it should have voltage when the key is held in start. If it does have power in start, probably the relay. If no power in start, either the switch or the neutral safety switch is acting up.

Dash light on key off f150 ford

most likely is ignition switch. it is adjustable. under the dash on the steering column there are two bolts that holt a square box onto the column. that is the ignition switch. may need to be slid down towrds the pedals. can be aggravating trying to fine adjust it. if that doesnt work, replace it. about 25$

sounds like you might have a problem with your ignition switch, it's sticking and acting like your key is in when it's out.
