Many idling problems such as yours can be resolved by simply having the car tuned up ie , new air filter, change all spark plugs, oil change, etc... you'd be surprised by the outcome! Good luck.

1988 s-15 will only start and run, when driver side jacked up about 10 inches

I suspect that you have some sort of immobiliser connected to the seat belt system and that area has moved and not allowing the circuit to be made for starting. A sort of can't start the car unless the seat belt has been applied. Try clipping up the drivers seat belt for starters or check if there is such a requirement in the car.

Hard to start hot or cold runs good down the road

check the spark module (deteriorates with heat) also check that the car has the correct oil, if it is too thin when the engine is hot it will be hard to start and cause excessive damage.

the most important things.. under the passenger floorboard is the ecu if it got too much moisture it could corrode the board and cause the symptoms. its very low in the car and could have easily taken water. to remove it pull back the carpet, and unscrew the wood screws... yes wood in a car..and then remove the ecu box 3 screws i think and gently undo the cover on the ecu itself you can visually check the connections. let me know if you need any more help

When is the last time you changed the plugs and or wires. Possibly a bad coil. You can also check the fuel injectors to see if they are spraying correctly. Also check the fuel filter. It should be inline under the car just look for the lines when you crawl underneath. If none of that is the issue let me know
