Changed filter as well, and cleaned the tank while I had it out.

New fuel filter at rail installed as well. Unhooked fuel line from filter to tank with bucket underneath, turn on key, no fuel.

that will be the pump then perhaps not a good connection .or the relay

New pump install before this thread was started. Tested the old pump this morning with 12 volts, it works. Relay is ok. Swapped it with the horn relay. If I am correct, should be 2 hot terminal for the relay with key on, there is in the horn terminals. Only one is hot on the fuel pump plug.

1999 Ford Windstar problem starting

I'd clean the MAF sensor and maybe replace the fuel filter.
When you get it running again, put a can of the best fuel system cleaner in the tank and run it a while.
Anytime you disconnect the battery the computer relearns your driving habits the next few times you run it. It might even run a little rough the first few miles.
Also, run that stored(old) gas out and then refill with quality Marathon or Shell.

How can you tell if the fuel pump is bad

Thanks for choosing FixYa and welcome. The easiest way to tell if it is kicking on is my listening for the sound of the pump. When you first turn the key, you should hear a humming sound for a second or two. This is your fuel pump kicking on. If you don't hear it, it is not kicking on. If so, check your fuel pump fuse, relay, or reset button if you have one. It is possible that the pump works but is just not getting power. You would have to test it from the pump with a voltage meter to know for sure. If you don't hear it kicking on though, it may be bad. If you have cranked it a lot, it might not turn on because the pump is already primed, so let it rest before you try it again.

Where is the fuel pump relay switch on a 2001 ford windstar?

1999-2003 ModelsEngine Compartment fusebox - fuse #5, and relay #207

NOTE: You really need to have a diagram in front of you when looking for these specific fuse/relay locations. The Owners Manual is a good resource.
Autozone's free online Repair Guide is another source of fusebox information and illustrations.

WON'T START AFTER BATTERY REPLACEMENT

Probably a security system, battery was unhooked.
Some Fords also have two fuel pumps, one in the tank, and a secondary one in the frame rail.
