My 99 windstar did this too. It was the blend door that the actuator motor goes into was broke. When you pull the actuator out look into the hole and see if you see a d shape piece coming out of the box if it is not d shape it is broke check out this site great photos

It could all be related.P1537/38 are the intake manifold runner controls are stuck open.They are controlled by vacuum solenoids.The P0171 is bank one of the engine is running lean,usually caused by a vacuum leak, P0420 is catalytic converter efficiency code. The computer monitors the switch rate of the front 02 sensors and compares it to the switch rate of the rear 02 sensors to tell if catalytic converter is doing its job. Now if the front 02 is not switching properly then this will cause this test to fail and set this code.
Look on bottom section of the intake manifold at the back of engine(where tranny bolts up) you should see the vacuum motors there on the intake,these are the control motors for the intake manifold runners.Make sure the vacuum lines are hooked up and lines are not leaking. Also you will see a lever from it to intake make sure they move and are not binding.

allow the system to cool down
take radiator cap loose to release pressure
once pressure is released tighten cap
loosen clamps on the heater hoses in the engine compartment on the pass. side of firewall.
plug or cap off the heater core tubes to prevent spillage when you pull it into the truck
place a trash bag on floorboard in case spillage occurs
remove the five screws holding the heatre core access cover, three on top and two on bottom
carefully pull heater core back and down and remove it from the dash
install is reverse

There is a ford radio removal tool. It looks like a pair of horse shoes most times. Or you can insert four 8 common D finish nails in the four holes (or 4 six D finish nails) -one in each hole until you feel it click. Be gentile. simultaneously push each side towards their respective front door and gently pull the radio out.

1.Disconnect the cable from the nrgative battery terminal. Drain the cooling system
2.Remove the cowl vent panel, Then disconnect the heater hoses from the heater core inlet and outler tubes at the firewall.
3. on models so equipped, disconnect the engine ground strap attached to one of the heater core tubes.
4.Remove the center dash support trim and the radio cassette box ashtray.
5. Pull back the carpeting and pull the rear airflow duct away from the main floor duct.
6. Remove the two instrument panel support brackets and the heater main floor duct.
7. Remove the screws and the heater core cover, the remove the heater core. (Be careful not to tear the foam sealing material).
8. When reinstalling the heater core in the housing, make sure the original foam sealing the material is intact and in place.
9. The remainder of the installation is the reverse of removal.
10. Fill the cooling system.
Run the engine and check for coolant leaks.
