Does a 2011 Dodge Grand Caravan new TIPM require programming?

Just replace them it does not require any reprogramming . if any fault codes are present remove them, test drive for a mile or two , if any codes reappear the fault is not fixed.

How do i do a tun up om my 03 kia aptima mortor 3.0 leder

run the fault codes first and if no codes show then there is no need to do anything
Cpu program in the ECM continually tunes the system to maximum performance hundreds of times a minute and reports as a fault code when it can no longer keep the system in tune.
basically if it is running good and it ain't broke ---don't fix it.

How to tell if pto cruiser needs a tuneup

The tune up is an ongoing thing continually being adjusted by the ECM program. Have the fault codes read and if the car is running as it should and there are no faults then do not touch it. Even then only repair what is required by the fault codes.

1613 Permanent fault Programming Programming error
P1613 No fault

Find another mechanic you will not read this fault ,what you have here is a old time seat of the pants fault and to work it out you need a old timer mechanic ,now 2004 could be a fly by wire throttle and the fault could be the pedal control inside the cab ,happens a lot with renault meganes and lagunas but thats my favourite car to hate a renault --Another posibility is the fuel pump going home and to diagnose i would need to drive the car and when it stops to check for spark and fuel pressure ,simple to a old geezer like me but some of these youngsters only know how to read a diagnostic reader ,Try repairing a truck on the motorway at 03.00 in the morning in -12C if i couldnt get it going i would have been out of a job

What all gets cleared when you reset the computer?

All the fault codes stored in the cpu memory are deleted and the program is reset . If you have not fixed the fault or have used an aftermarket spare part the fault may reappear in the next fault code reading.

Eng power reduced

Hi Regina.
You need to get the control module checked for a fault code. When an issue with the car arises, a fault will be stored in the computers memory that can be easily read by a device that simply plugs into your car. Some numbers will show and that will be the fault code. That code will tell you what he issue is. GM has a power reducer program built into the ECM (electronic control module -or brain) that when it experiences a fault it will reduce the power so people won't ignore the problem and cause worse things to happen.
Knowing GM it may be something to do with the air intake system. But thats just a guess. Get the fault code, Regina. Then you know whats wrong with your car. I'm sure going 35 mph must be a payne!!
