If your major shop was a Franchise, then
your being screwed over

Go to the local small repair shop

If you go to any parts site you will see the rack
is $200 to $300

So about anything even close to or more than

Can't remove key from ignition,it's an 02 grand prix, everything works right just can't pull out the key

I'm guessing your gran prix is a floor shifter?
if so, sitting in drivers seat have car running, put your foot on the brake, and move the shifter to first gear, while you are doing this watch the steering cover behind the steering wheel rotate also.when you see the column cover moving bring the shifter back to the park position, while watching which way the column is rotating, when you get to park put your hand around the bottom of that rotating column cover and turn it up further and remove your key.the shifter cable needs to be adjusted some

2001 Gran Prix

Yes they may be, but back to the ignition, you will need to take the steering column apart and check what parts are damaged or broken, It may just be the lock cylinder but I doubt it, more likely it is the actuator parts for the ignition switch that the lock cylinder operates when you put the key in and turn it, until it's apart there is no real way to know what's gone wrong.
