If it's a lever beside the driver's seat it work's by a cable that run's all the way to the back where the door is.It has either came unhooked at either end or the cable broke.Pop the truck and look behind the carpet in the area of the gas access door ,sometimes there is a secondary cable or you might see the main cable/latch and might be able to open it from there.Hope this help's.

If you could use some plastic knife to try and pop out the
fuel door, the next thing to do is spray some lubricant (WD40)
on fuel door-lever linkages, including the tang. If you get some lubricant inside the controlling cables too, that would be great!

SOURCE: hatch won't open
The car doesn't have a remote release lever on the driver's side floor in front of the driver's seat- where the gas door lever might be too?
Try pushing DOWN on the hatch while either turning the key or moving the lever.
Look in the Owner's Manual (or download one online).
