From your photo and looking at the two white bars held together, they resemble ceramic resistors which are used to reduce voltage
normal application was in an ignition system to reduce the voltage to the coil from 12 volts to 7.5 volts in the run circuit
I cannot imagine why they would be connected in a fan circuit that uses 12 volts all the time
maybe some body else would advise on this or talk with an accredited auto electrician as to the installation and purpose of the item

Take the wires off that ceramic resistor and check it with a meter for continuity?

    Do I need the resisters

Yes you do unless you want to change the fan every month or so. :>) It may be to start the fan gently, or it may be part of the variable speed settings, low, medium, full, in which case you could bypass it, but you will be full fan blower all the time and the noise would drive you mad, and you would be cold when you start the car.

Do I need to replace the fan or can I buy the resisters

The best idea is to visit an auto-electrician as it may not be the resister. They can check for open circuit faults. It may even be the switch?

Actually, is this the radiator cooling fan or the heater/cooling fan? The picture is blown out by the flash and there is nothing for size reference. If radiator fan, it could be the thermostat switch in the radiator. This is why a technician can actually save you money as they only replace the parts that are needed.
