Cadillac lights won't turn on

No relay that I know of.
On 1970s models the headlight switch had a circuit beaker built into the switch for the headlight circuit.
If you have power to the headlight switch and nothing coming out of the terminal for the headlights the circuit breaker may have died.
You would need to replace the switch.

Does this model use a 4 headlight bright system? I have 2 low beam lights but when I put on the bright lights the 2 low beam lights go out and only the 2 bright lights stay on.

I think that many 1990s and even some 1980s GM vehicles with seemingly 4 headlight systems actually use only 2 at a time.

My 1990 Oldsmobile Cutlass Calais, for instance, had 2 high beams that went on independently of the 2 low beam lights when switched with the turn signal lever.

In the 1970s the GM vehicles had 4 headlight systems where all 4 headlights would go on, but they used sealed beams rather than the capsule lights that are used nowadays.

For instance, our 1976 Cadillac Seville has a 4 headlight system that lights up 4 headlights on the high beam mode.

Good luck on seeing at night with the current set up.

It want start

First, let's look at the obvious: the battery. When the battery is run down, but the headlights seem to shine at full strength, usually the starter makes click-click-click noises. That usually means you need a jump start. Of course, if the headlights are dim or off entirely, the battery is the most likely candidate.
Jump starts do not always work. I used to find that cars with larger engines usually worked the first time. The quality of the jumper cables was also an issue. I tried jump-starting with cheap cables and it rarely worked. That was back in the old days, when I drove 1970s cars with V8s. Now, alternators are generally better, you may have more success.

How to change the headlight

Open the hood and look on the back of the headlight fixture for a large plastic nut... This is the retaining ring that holds your headlight bulb in the fixture.
If by ' problem with my headlight shining' you mean your headlight no longer works , you can use the above to replace the bulb and that should solve the issue.
HOWEVER , if by ' problem with my headlight shining' you mean that the light is not aimed properly , you will need different instruction on how to solve the problem.

Headlights shining high are the bulbs upside down

it's very difficult to install them upside down, but i guess anything is possible. wait until dusk, shine the lights on a flat surface and attempt to adjust until the lights look like they are shining in the center.
