Does the B&S Classic 35 Engine have a speed throttle?

Wayne, some B&S engines were set up this way with really no throttle control from the factory, a lot of lawn mowers are now this way also. I did try to do a search but did not find much on B&S equipped wheel barrow.

Make and model you're looking for would help.
260 cubic inch 6 cyl chev with solid lifters and 80 thou shaved off the head running in a b modified classic class?
plugs 35 thou
points 30 thou but prefer
dwell @ 28 degrees
timing - vacuum disconnected - 6 degrees BTDC

Then race tune it.

Lawnmowers are a bit different.

So is most everything else.

Tire pressure with 6 ply tires

tire pressure should be on side wall tire pressure is different for different tires ,different car,different driving conditions somewhere between 35 and 50 psi for road 20 to 30 for sand and mud see tire dealer for more info

Will a 1982 quantum motor fit into a 1985 GTI

If the Quantum engine is the 1.7l (4 cylinder) engine, it should fit. The main difference will be that the engine in the Quantum is mounted "front-to-back" while the GTI will have the motor mounted "side-to-side". All of the accessories, the intake system, exhaust system and other items will have to be retained from the GTI motor.
Personally, I would think that this would be a lot more work and have a much greater chance for issues than a more simple swap with a standard VW engine.

What kind of antifreeze coolant do I use? Is premixed ok? Do I put water in with the antifreeze?

Depending on where you drive and what temperatures the car is driven in will determine the concentration of antifreeze to water. As a general rule premix, which is 50/50, is fine for most application. Different concentrations will change the freezing and boiling points of the antifreeze mixture, as well as, change the ability of the mixture giving off heat. A typical 50/50 mixture has a freezing point of about -35*F and boiling point of about 265*F.
