Question about Cars & Trucks

I have a VW city golf 1994 carburetor. It does get spark and it does get fuel. The enjin turns but it does not start. Is it possible that it is a flooding problem?

Can't find the carburetor of vw passat 1990y, 1800 cc, because expends to much.

Early 80's VW discontinued using a carb and started using mechanical fuel injection, 90's it was sureley using electronic fuel injection so you won't be able to find a carburetor.
