There are several answers however first would be do you have enough anti freeze in your radiator. If your cooling system is low on water heat will be very cool if an. Second check your heater core could be plugged or not working. Your vacuum sytem could have a problem which would cause your vents not to open properly. Try these first. good luck

2000 caddy Seville ...after starting and engine warm turn on the heater and it blows cold air. Fan works / waiting for hot air and then all the sudden it kicks in. Engine at normal temp

Low coolant, if there is an air pocket in the engine it will make it to the heater core. Once there , the air coming out is cold/cool. Once the coolant fills the heater core, it gets hot. If the coolant is fine hot or cold, then have the HVAC system scanned.

Heater blows out cold air

If coolant is low, the heater will blow cool.. if coolant is low..if cant see a leak..need to have radiator pressure tested..or top off coolant and keep a close check and see how much your losing, that is what I would check first, if not low then I would check heater core as suggested

Air conditioner doesnt always blow cold. It does sometimes. P

One thing that affects both the cooling system and the a/c is the cooling fan.
Could be a bad fan motor or relay. Or a connector.

1991 cadillac deville NO HEAT

I had the same problem in my 1991 caddy, and turned out to be the blend door. It is located in back of the glove compartment. There are two kinds, the automatic blend doors and the manuel ones.
