Question about Buick Cars & Trucks
Your saying a scan tool won't talk with the PCM/ECM engine computer ! Test for B+ voltage at pin 16 of the DLC (the place you plug in the scan tool ) Is there B+ voltage ? No power forward of windshield ? No head lamps , turn signals etc... or just the engine has no power . Do you know there is a fuse box under the rear seat ? ALDL 10 amp fuse supplies B+ voltage to pin 16 DLC . There is no power at any part of the under hood fuse box ? Or is it when you turn the key to start nothing happens ? Are you aware of the complexity of the electronic's on your vehicle ? Every part of your vehicle is computer controlled .
Data Link Communications Description and Operation
Data Link Connector (DLC)
The data link connector (DLC) is a standardized 16 cavity connector. Connector design and location is dictated by an industry wide standard, and is required to provide the following:
• Scan tool power battery positive voltage at terminal 16.
• Scan tool power ground at terminal 4.
• Common signal ground at terminal 5.
• Class 2 signal at terminal 2.
Class 2 Serial Data Link
The data link is configured as a ring with discrete lines entering and leaving each module. This allows communications to the modules on the ring if one of the two discrete circuits is open.
A total list of the control modules on the Class 2 Serial Data Line can include the following:
• Dash Integration Module (DIM)
• Driver Door Module (DDM)
• Electronic Brake Control Module (EBCM)
• Head Up Display (HUD) w/UV6
• HVAC Control Module w/C67
• Inflatable Restraint Sensing and Diagnostic Module (SDM)

DTC C1242 or C1243 is for the anti-lock brakes .
When you turn the key to the run position does the check engine light lite ?

Testimonial: "no head lamps, no nothing? I replaced the abs module, and needed to reset it, and tried, several times...and C1242 pump motor circuit open. then scanner went blank. I later found out auto part store sold me wrong scanning tool and would not work on ABS systems. I also did test for a short, using power tester, unhooking positive on battery and then using tester to battery and unhooked cable and it lit up. every fuse has been checked."
I think I may have the answer for you!
When cars are assembled at the factory, they start off with the metal body, already painted.
One of the first steps is to add the various wiring harnesses.
(Your car likely has about a total of 15 or 20 separate harnesses.) There is a main one that goes from the firewall below the windshield to the front of the car, it is plugged in to another one that goes from the firewall to the fuse box/circuit breaker box under the dashboard.
I suspect you car to have been in a serious collision that caused the plug to come loose from it's socket in the firewall. Or, a body shop could have removed and replaced that harness if the wires were smashed or broken in a fender bender.
Anyway, suspect a loose plug or two where the harnesses attach at the firewall.
