the security module does not receive the expected input (or produce the expected output for the ECM) which is why this is such a common issue. I have had success by cutting the input wire on the security module, located under the dash on the passenger side, and installing a 2200 ohm resistor-this fools the security module into thinking the lock cylinder is not being tampered with, and is cheap to do if this is your problem. If, however, it is the security module itself, there are work-arounds that involve either buying someone's fix, or instructions on building a module yourself that, for all intents and purposes, disables the system altogether. Most of the time, the resistor to the security module input works though as the ignition switch wears and the readings from it change over time. Here is a good writeup on how to do this yourself-while this is written for a Grand Am, it pretty much applies to GM's from 96 to 05 with passlock.
