Most stop leaks and smoke reducers do very little to help, all they contain, is extremely heavy oil, mixed with chemicals that contain "swelling agents" that are supposed to help slow minor leaks by making the rubber gaskets swell up and stop leaking. Thicker oil, in that small motor, in the winter is not a good mix. In the winter when you first start your car there is some metal to metal contact until the oil pump in your car can circulate the oil where it needs to go. If the oil is too thick in the winter, it will take extra time for the oil to get where it needs too, and its going to make your problem worse. The reason you have smoke coming out the exhaust is because oil is leaking into the combustion chamber, which isn't good, that is where the gasoline is suppose to detonate, thus powering your motor. Your Neon is not a performance V-8, I would worry that your oil is made too thick, and that in my experience that stuff doesn't really do that great a job, it will work for maybe a couple weeks, but once again, it depends on how bad your having smoke and leaks. The only car additives I recommend are Marvel Mystery Oil, and Seafoam, they are cleaners, and I have performed many miracles with them. I would recommend getting your car to a mechanic in the very near future. Good Luck!
