Yes - Locate the fuse box on your car and open the lid. If a fuse is burned out it may appear black or brown, or the metal in the fuse will be melted and broken. Pull it out and replace with the new fuse of the same size. Fuses are different for different cars, so it's hard to be specific. You shouldn't need any tools. In the photo, the fuse on the left is good, the one on the right is bad.
