There is a very long and complicated list of things that can cause a modern car not to "start" but if you are saying that the engine wont even turn over (crank) then that narrows the list down considerably. It could be a bad starter motor. Or it could be a bad interlock switch or short in the wiring to the switch (usually located under the clutch pedal on a stick shift or under shift lever panel on automatics). It could also simply be a fuse or even the battery (even when a jump-start won't help in some cases). And I have seen cases where dirty battery terminals kept a car from cranking but the lights and other things worked fine. And I'm sure there are a few more things that aren't coming to me right now. I am not familiar with the Clio by the way but non-cranking issues are handled pretty much the same on all cars.
