You may just want to replace the cluster. The back of the cluster is actually a circuit board, so replacing it, even with a salvage yard cluster, will more than likely fix your issue. Not too hard to replace, either, as long as you are patient!!
bad cluster fues , dash fuse. or just loose fuse or corroded fuse pins.
try a new fuse.
if fuse is good, then the CLuster connector is loose, or corroded.
Most like the connection points have come loose in the cluster or the guage and or cluster can be bad.I would take the cluster out and try to wiggle the connections and see if this works.If not repost again and I will try to assist you further.
If the gas gauge does not work correctly and the temp gauge reads hot, you could have a problem with the instrument panel. Both gauges get power from the same circuit, but each gauge is grounded by its own sending unit. If the temp gauge is reading correctly, you could have air in the cooling system and it is not actually full of liquid coolant.
Ur instrument cluster is most probably the culprit. Smack the dashboard to see if it helps. If it does, bingo, most probably a bad weld on the cluster circuit board. Happens alot on VW's.
