you need power wire attache to positive batt, and negative to any part of chassis. then attach bumb sensor and fuses.
You would need a shop scanner for the Gen I that still have distibutors.
The scanner will tell you the initial setting. If its off you adjust the distributor to advance or ****** the timing, snap the throttle and when it comes back down to idle the scanner will show the new timing setting.
The ones with DIS are all done by the PCM.
The engine in your Tahoe has a timing chain. It should last the lifetime of the engine under normal conditions. They were very durable on the Chev small block.
how long since spark plugs have been changed,should be done at 20,000km,have had similar problem on Chev in Australia,could also be petrol injector if it is injected.
P0300 is random multiple misfire. If its been more then 3years since the last tune-up, do one. Usually it is caused by debris inside the distributor cap but could also be plugs wires, fuel and air filter.
You need to try and jump start the vehicle and see if it will start. It sounds like your battery is bad to me. The interior lights are not a good indication of battery conditon, because a starter can pull somewhere between 30-50 amps draw from the battery, where the interior lights may draw 2-3 amps.
Also check your battery terminals for condition. Baking soda and water solution will clean off corrosion, followed by a terminal cleaner from an auto parts store. I would start there. Let me know if that helps.
