I have a 2005 Hyundai Tucson and it's nothing is blowing out the vent no heat or air I can hear the fan but nothing is blowing out what can it be

The fuse is in the engine compartment fuse box and is marked 'A/Con'. It looks like a Relay to me and as it doesn't have an amperage, my guess is that it is a relay. The different sites have slightly different variations, but the thing to check first is the relay. You mention 'heater coil', that is on the engine coolant circuit and only provides hot air. The AC compressor system has an 'evaporator' up in the dash and only supplies chilled air. I trust the AC job was done professionally with a Gas Recovery machine to create a moisture free vacuum before adding refrigerant gas. It can't be done at home. I wrote a Fixya Tip on it.

most likely the hot/cold blend door actuator is not working and these are all electric not vacuum controlled

Probably the air deflector door in the heater that directs air to the floor vents has (a) become disconnected from the door, or (b) the actuator has stopped working or (c) the actuator arm is broken.
If you do a search on the internet you should be able to find a diagram of the heater unit.

Try choke start. Check wiring to spark plug. And clean gap between spark plug contact points.

In older vehicles these controls were vacuum controlled. Now most are electrical. My first check would be the accessory fuses

The reason your heater is blowing cold air may be that your heater filter is blocked, it is located behind glove compartment.
