You need to find the conduits for rain - one of them has a leak in it probably from corrosion. Try to locate just where the water is getting in and see if you can use a sealer to stop the water from getting in.
I would remove the glove box and anything else in the way and look for the source when hosing down the car.
If you have that much water in the cabin, there are a lot of issues that are going to come up. The floor boards have wiring under them. The water can affect the connector. It sounds like the horn relay is being triggered because of water under the horn pad. If this is the case, then you have a problem with the air bag too.
A code reader may not access the body computer, but a professional scanner should. You may be able to research the air bag system online and find a way to make the light flash the codes. I would guess after reading your description one of the front crash sensors got water in the connector and the sensor has failed.

If you remove the door rails at the bottom of the doors you'll be able to lift the carpet and visually look for some small drain plug devices. It sounds like one or more of them is missing or that you have lost a seal in the door or window.
do you have a sun roof, if so start there, because there are two hoses at the back corners of the roof pan that allow water to drain, if they leak, they will soak the rear floorboards, and if not that check the door jam seals.(note that if the plugs on the floor are missing that will be verry hard not to have wet carpet)........let me know?
