Yes, all electrical motors have resistance (not a resistor). Check with an ohm meter and should read between 1.5 to 5 ohms. If it reads zero ohms, it's shorted and if it reads infinity (very high) it has open winding.

The fuel pump motor circuit has no resistor.
Now,The fuel level sending unit, it is possible to use different resistors between the proper two wires, connector unplugged, to see if fuel gage will react correctly.

CHANGED IGNITION SWITCH FUEL PUMP AN FUEL FILTER

I have no idea what kind of car you have but it sounds like you might have a resistor chip in the key and changing the switch you may not have a key with the chip or a right chip in it.
The theft light being on sounds like it has shut down the fuel pump.
You can have your key resistance checked and put a resistor in the computer to match.

GM doesn't use a fuel pump shut off switch, the safety system works like this, fuel pump is turned off if the engine oil pressure goes to zero with the key in the run position. Ford uses a shut off switch that is activated by an impact exceeding 3 G's (3X the force of gravity), it is called the fuel pump shut off inertia switch.

check the pcm ignition fuse and the fuel pump injectors fuse.if all is good.your pcm could be the problem. the pcm it controls fuel pump.first have car hooked up to scanner to look for pcm failure code.

Fuel pump runs but wont start, their is spark,opened line at fuel filter only a dribble comes out 2.2 sunfire, turns over good

change the fuel filter or check the pressure regulator b trying to start car then pull the rubber fuel line from regulator if anything drips out in the least change it...cheap and easy

2000 pontiac sunfire not getting gas --won't start

It is very likely the fuel pump in the gas tank has failed check the fuel pressure, u do this at the test port on the top of the engine near the fuel injector supply tube, it looks like a metal tire stem.
