I would suspect the IAC (idle air control valve) first. Probably has a lot of carbon build up. Hope I helped, TJ

be VERY easy when letting off the gas and make sure everything is off the car needs to "find" its self let it idle till you hear the cooling fans cylce on and off twice then let it sit for five minutes running. this can be time consuming

Have you install a timing belt recently? If you get it off a tooth it will idle high and surge

IT COULD BE THE IDLE SPEED SENSOR THAT IS NOT ALLOWING IT TO STAY RUNNING. THIS DEVICE IS LOCATED NEAR THE THROTTLE BODY, WITH A PLUG ON IT WITH THREE WIRES. UNPLUG IT TO SEE IF IT WILL IDLE. Sounds like an idle air control valve issue. these can stick open and cause surging. That would be my first step.

you will need to clean the carb. the flaps aren't adjusting. u got trash in it otherwise and the surging is it tryin to flush it out
