It is located in the steering column (the ignition key receiver is part of it). The obvious question is why you need to locate it - unfortunately, the theft deterrent system is dependent on a number of different modules and sensors, and just replacing or disconnecting it will probably disable your car without fixing whatever problem you are having. IF when you purchased your car you didn't set your own personal code you will have to take this to your local GM dealer and they can pull the code that is set at the factory and unlock your radio.THe proceedure for setting your own code then unlocking radio is in your owners manual.The dealership I worked for did this for free.

No. The theft deterrent module creates a signal that allows the starter to start. Without this signal the car will not start. There is a way to bypass the system and replicate that signal. Vehicle Theft Deterrent (VTD) Description and Operation

Theft Deterrent Control Module
Vehicles with steering column mounted ignition switches have the exciter integral with the theft deterrent control module which is located within the steering column. Vehicles with instrument panel mounted ignition switches have exciter modules separate from the theft deterrent control module with the vehicle wiring harness connecting the two. The theft deterrent control module for vehicles with instrument panel mounted ignition switches is located within the instrument panel. The theft deterrent control module can learn up to ten keys (transponder values).
The theft deterrent control module uses the following inputs, battery voltage, ignition switched voltage and ground circuit. The theft deterrent control module uses the following outputs, password exchange with the ECM, fuel continue/disable via the serial data circuit.
When an ignition key is inserted into the ignition lock cylinder and the ignition is switched ON, the transponder embedded in the head of the key is energized by the exciter coils surrounding the ignition lock cylinder. The energized transponder transmits a signal that contains its unique value, which is received by the theft deterrent control module. The theft deterrent control module then compares this value to a value stored in memory, learned key code. If the value is correct the theft deterrent control module sends a random generated number to the transponder, this is called a challenge. Both the transponder and the theft deterrent control module perform a calculation on the challenge. The theft deterrent control module then performs one of the following functions:
• If both the transponder value and the calculation to the challenge are correct, the theft deterrent control module will send the fuel continue password to the ECM via the serial data circuit.
• If either the transponders unique value or the calculation to the challenge is incorrect the theft deterrent control module will send the fuel disable password to the ECM via the serial data circuit.
• If the theft deterrent control module is unable to measure the ignition key transponder value for one second due to a damaged or missing pellet or a damaged exciter, the theft deterrent control module will send the fuel disable password to the ECM via the serial data circuit.
Important: On some vehicles, If the VTD system is unable to read the ignition key transponder value after the vehicle has started, the VTD system will consider itself malfunctioning. The VTD system will enter a fail enable state and will command the security indicator to illuminate. When the VTD system is in a fail enable state the vehicle will NOT stall or stop running. If the VTD system is in a fail enable state when the ignition is switched OFF, the VTD system will remain fail enable until it is able to read a learned ignition key transponder value. When the VTD system is in a fail enable state the VTD system is NOT active and the vehicle will start. This feature is NOT available on all GM vehicle lines.

Your best bet have it towed to a qualified repair shop .

You need a capable scan tool to check DTC'S - diagnostic trouble code's .

These would tell why the PCM - engine computer isn't starting the vehicle . There is no by-pass for this anti-theft system . The Dealer is your only hope . Nothing you can do !
The theft deterrent control module produces the theft deterrent fuel and starter enable signal when ignition is ON and the proper transponder key value is detected. The powertrain control module (PCM) monitors the fuel and starter enable signal during crank. If the proper signal is present on the Class 2 Serial Data Circuit, the PCM enables the fuel delivery and starter operation in order to allow the engine to start. If the PCM detects an incorrect password, vehicle theft deterrent (VTD) system failure or attempted vehicle theft, DTC P1631 is set. The engine will not start or crank as long as the condition is present.

It's hard to get the SECURITY light to go off when you don't know how it works ! Replacing the PCM could cause you more problems too . If a replacement PCM is being installed it must be programmed (flashed) using the latest Techline programming procedures.
Having the vehicle check for DTC ' S - diagnostic trouble codes would be the first step.

DTC P1630 Theft Deterrent Learn Mode Active
DTC P1631 Theft Deterrent Start Enable Signal Not Correct
DTC P1632 Theft Deterrent Fuel Disable Signal Received

This anti-theft system does not use a TDM - theft deterrent module . The instrument cluster is the controlling module . Look at a wiring diagram here

Click the search button , then on the blue link .You mite be able to do a by-pass if the contacts inside the key lock cylinder is the problem . You can check it with ohm meter . The key has a resistor pellet on the side , you can check the value with ohm meter , find the two wires under the dash at the steering column . Two white wires inside a yellow or orange sheathing . There are videos on youtube !

There isn't any VTD relay on your vehicle ! You start trouble shooting by checking for DTC's diagnostic trouble codes .
The vehicle theft deterrent (VTD) system functions are provided by the theft deterrent control module. The VTD system prevents vehicle operation if a valid (learned) transponder PASS-Key®III (PK3) ignition key is not used to start the vehicle. The PK3 key has a transponder embedded in the plastic head of the key. The exciter is an antenna which is made up of wire coils which surround the ignition lock cylinder. The powertrain control module (PCM) enables engine starting when it receives a valid (learned) password from the theft deterrent control module via the class 2 serial data circuit. The components of the VTD system are as follows:
• The theft deterrent control module
• The powertrain control module (PCM)
• The ignition key (Transponder)
• The ignition lock cylinder
• The security indicator
Your best bet would be to have your vehicle taken to a qualified repair shop .

This fuse has nothing to do with the battery .
PCM BATT Fuse 10A Powertrain Control Module (PCM), Theft Deterrent Module. That just means it's B+ voltage feed for the PCM an theft module . IT actually supply's B+ voltage too two different feed's for the PCM . Connector 1 terminals 20 & 21 . You have a dead short to ground on one of those feeds or your PCM or theft control module is shorted . If you don't know automotive electrical , I suggest very strongly you take to someone who is !

Sounds like the theft deterrent system (VCD module) is activated or faulty. If you are using the correct transponder key, you can try disconnecting the battery for several minutes and then reconnecting it - all systems in the car should reset. If they don't, you may have fried the VCD module when you charged the battery - a bit late, but a battery in a Cadillac should never be recharged while connected to the car.

97 Deville still reads anti-theft problem on dash even after the key resistor is by-passed with resistors., will not turn over, fully charged battery. ?

The key resistor that you installed only bypasses the key and ignition aspects of the security system. The theft deterrent module is still active and is most likely your prpoblem. This link explains.
