Yes there is but you can use a test light at blower motor. Simple power and ground test. If test is good replace motor. If no ground replace your resistor
Have you actually tested any of the fuses or relays for power ? Fuse number 2 is hot from the key switch and powers the blower relay. Fuse number 12 is a 40amp fuse that gets power from the battery and powers the blower motor thru the relay. Are both fuses hot with the key on ?
The power windows and the blower motor are on two different circuits, so I doubt the problems are connected. The windows are powered thru an accessory relay and a 30amp fuse number 106, and the blower motor is thru a blower relay and a 40 amp fuse number 120.
They blower motor relay is located in the passenger compartment fuse panel to the left of the steering wheel by the brake pedal. The relay is in the number 3 spot (see picture of layout below). I do want to mention that in that same fuse lanel is a 40 amp fuse in the number 8 position and that is for the blower motor also. I hope this helps and good luck.
The heater blower fues is number 107 and is a 40amp orange maxi fuse. The manual can be found below. Page 198 shows the fuse number, page 196 has the diagram of the fuse block.
If you don't have your owners manuel to find the fuse/relay location, you can go to flmowner.com and at no cost look at your owners manuel online.
If the fuse/relay is good the possibilities are the switch or the blower motor, with the blower motor being more likely.
If your blower works on high only (maybe not your case, just fyi), the problem is likely the blower motor resistor.
I hope this is helpful.
