Question about 1998 Chrysler Sebring
This may seem elementary, but... The shift lock is released when the service brakes are applied, check to see if the brake lights work. If they do not the brake light switch or wiring may be at fault. If the do work, the shifter interlock mechanism may be broken. Good luck.

I have a 2007 Sebring, had the same problem. Car turn on ok, but i can's shift out of park. Well I took off the middle console, and small spring, a small piece of plastic. Turns out there's a retainer spring that hold back a release lever. I'm currently looking for the part. I'm going to the dealer tomarrow...
