I suspect the fuel pump circuit is drawing to much power. Do you have something else hooked into those wires(Audio equip?) The fuse is there to protect the relay. Have you put a bigger fuse (bigger number) in there to keep it from blowing the fuse? If not I suspect a bad fuel pump or a stuck fuel pressure regulator(Causing the pump to work too hard- drawing more electrical power) Just remember, its hard to put the smoke back in once it catches fire.
There may be a relay under the hood.
Be advised, many cars & trucks, in particular Ford, had problems with wiper motors and window winder motors. I had thought their problems were remedied by 2011, but perhaps not.
If you cannot get this fixed quickly, try the "Rain-ex" products, those will keep you windshield clear until you get the wipers working.

fuse or relay are all the wires correct at the bulb clusters make sure these are fitted correct and the bulbs are the correct type either single or double pole bulbs
For windows, try to clean the relay from the engine compartiment, may be is an imperfect contact. About the interior fan is normaly, at volvo s60, because it has a sensor, and the fan start to clean your ventilation sistem. It runs only 7 minutes, than it's stops. you don't have to wory.
