Use a 12 volt test light and check for voltage at the heater grid on the glass, it may be an open circuit. The grid can be repaired with a factory grid repair kit ( special conductive paint).

remove socket , press all S.W in then turn to anticlockwise , pull out when . put new one , first pull the pin out , till come out longer .then press back (adjustment ) then turn clockwise

in the fuse/relay box. is my guess.
on some cars its an option, needs fuse, relay and grid, and harness upgrade. the FSM Covers this fully, why not get one.
ive added the missing pieces to may a car, that are 1/2 installed, new.
