Why won't it start?

If by "Rinsed" you mean washed then the chances are that water has got into the electrics somewhere ........... especially likely if you used a pressure washer.

If it turns over but not fire up then water will be around either ignition coil, distributor cap or spark plugs.

Remove what you can easily, dry with a lint free cloth and a hair dryer .......then replace....Bingo.....should then fire up ))

First of all my mate bought a vauxhall corsa duel fuel he drove it from heathrow to where i live about 150 miles he said that it wasnt pulling good did compression test and number 2 and 3 had no...

It might be a silly question on my part but here goes.

Did you put a new gasket between the head and block. Only reason you would have water in the block is if the block was cracked or the head gasket was defective.

Seems that the fuel pump quit, check for fuel pressure, check for spark in the plugs and the fuel filter.

Oil in the spark plugs

I helped a lady at work one time that had gone through a LARGE puddle of water and her air filter box had sucked up water which ended up in the cylinders as you described. This may sound crazy, but I took a little shop-vac with a straw taped to it and sucked the water out. The car started right up! Your problem seems to be that your seals have gone bad and oil has seeped in there. Hope this helps.

water in the gas. Have tank & lines drained. Add HEET to the tank to remove any residual water.

Truck wont start

Just a suggestion but you may want to try putting a bottle of dry gas or octane booster . You may bad gas or possibly water.
