Why is this van getting 13 MPG with no check engine light.

No way to know this, to many variables. But based on other vans it is normal.

My van bucked and then the engine light came on, and now it won't change gear

So whip out the scanner and diagnose the check engine light. That is the ONLY way you are going to find out what happened.

I have a 98 plymouth. recently there was a storm and someone deciced to go through a wash and it stalled. so maybe a week later i try and start it and seems to want to turn on but it dosen't also the brake...

If the noise you hear when attempting to start the engine is a clicking noise, that is just the started relay trying to send battery power to the starter motor.
First check that your belts are in place. It may be that excessive water has unmounted them. The belts connect everything - alternator to battery, drive power, water pump, everything. If someone washed the engine deliberately to clean the mud, anything could be discontected, including electrical wiring. Hope that did not happen.

2001venture van service engine soon light stays on

most any sensor going bad can cause the check engine light to come on,try disconnecting the posative battery cable for 15 seconds ,then put it back on,will reset the codes, or take it to auto zone,they will test your computer for codes at no charge to you.i had a venture van my was ox. sensor. thanks robert b.

Check engine light is on my 1998 ram van 3500

Bring it to a parts store, most will scan for engine trouble codes for free. They will plug a hand held scan tool into the vans diagnostic port (under the dash) and 'read' codes stored in the van's computer. They can tell you what the codes mean, and suggest how to fix it. possible after it sits a while and engine drys off will be fine. all you can really do is check connections and dry them off with air
