You have a short circuit somewhere, if you could check the fuse box fuse description, it should give a number and amperage and in your manual it may give a list of devices protected from that fuse..
you may need to remove each device from the circuit to find out which one is shorted.
Hmm sounds serious then, it's difficult to say without seeing the car but I would suspect they will have to check the cylinder head first to make sure its not coming from there. more likely from what you have said the bottom half of the negine would need to be stripped down and rebuilt before it causes more damage, like complete engine failure.
You have to diagnose the car using a diagnostic tool to see if all the sensors are working. The cold start circuit will not activate unless the temp is below certain values.
