Take it to a different shop and get a second opinion. It might need a complete rebuild, or it could be that a head gasket is shot, or one of the heads is cracked. Have them do a compression test and a computer diagnostic. Just guessing at an answer can get expensive.
I would agree with your diagnosis if you are loosing coolant into the engine. And the difference between cylinders is more than 25 percent. The standard number of 198 psi is just a reference not a minimum. Usually if a head gasket is leaking, it leaks compression into the cooling system and makes the engine run hotter than normal along with burning coolant out the exhaust pipe. Most of the time when you have low heat at idle but normal at road speed, the cooling system is just low on fluid.
Oil on the plug does not indicate a head gasket.
It could be a bad ring, valve guide or valve seal.
A leak down test will comfirm a head gasket leak
A compresion test will confirm a ring problem.
Oil consumption and smoke indicate ring and valve problems.
If it smokes on stat up, most likely valve guide or seal.
If if smokes when you drive and let off the gas quickly from speed, then most likely a ring or cylinder wall problem.
Sound like an air / vacuum leak to me.
Re-check for an air leak on #2 cylinder inlet manifold.
Use a propane torch (unlit, of course) to flood propane gas around inlet manifold/head flange & gasket area.
If there is any change in idle speed during this test you have a vacuum leak.
